Regarding George Gage, I cannot speak to California law, but in general a criminal defendant cannot be "forced" to defend himself, which I believe is the word you used. Hence there are public defender offices and procedures for appointed defense counsel; California might also be like other states in that, if the defendant insists on representing himself, what is often called "stand-by" counsel is appointed.
